A Bloomington, Minnesota edible-products manufacturer is accused of systematically repackaging Minnesota-formulated gummies (containing 0 mg CBD) into bags labeled for North Dakota retail distribution claiming 75 mg CBD per serving. North Dakota consumers paid premium prices for "CBD" product that contained no CBD.
The whistleblower — who worked as a former technical contractor for the company — discovered the alleged fraud and Certificates of Analysis falsification, and made a public consumer-protection disclosure on August 2, 2026.
Within 3.5 hours of the disclosure, the business owner's spouse placed 11 phone calls to the whistleblower. During one of those calls, the business owner himself chimed in during the voicemail with a verbatim death threat: "I'm gonna fucking kill you, bitch."
Eight regulatory agencies have been notified, including FDA OCI, FBI Minneapolis, the Minnesota Attorney General, and the Minnesota Office of Cannabis Management. A criminal case is open with the Blaine Police Department.
